Volkswagen Group is accelerating its AI and autonomous driving development in China through an expanded collaboration with Horizon Robotics—conducted via CARIZON, the joint venture between Volkswagen's software unit CARIAD and the Chinese intelligent-driving technology company.

Key Takeaway: Volkswagen is building its next-generation AI driving platform in China, combining Horizon Robotics' foundation model technology with in-house hardware and software—targeting Level 3 autonomous driving by the second half of 2027.

What the Expanded Partnership Covers

Rather than simply purchasing Horizon Robotics' technology as a finished product, Volkswagen has secured white-box licensing access—meaning CARIZON's engineers can adapt and build upon the underlying AI foundation model directly.

This deeper access enables Volkswagen to develop a unified, in-house AI driving platform for China, integrating three key components:

  • Horizon Robotics' AI foundation model

  • CARIZON's C7H system-on-chip (currently in development)

  • GAIA World Model data platform

Together, these form the technical backbone for Volkswagen's Level 3 and Level 4 automated driving systems in China.

The technology is already active on the ID. UNYX 07 and updated ID. UNYX 06, providing highway navigation assistance and memory parking.

"In China, for China": A Strategic Shift

This partnership is a core part of Volkswagen's "In China, for China" localization strategy—moving away from global one-size-fits-all software toward locally developed, China-specific electronic architecture (CEA) and autonomous driving stacks.

The CEA (China Electronic Architecture) is Volkswagen's first locally developed zonal EV platform, designed to allow the new ADAS technology to be deployed across multiple vehicle lines without building separate systems for each model.

What This Means for Global Importers

For overseas auto importers and EV buyers, the Volkswagen-CARIZON development signals a broader trend: premium autonomous driving technology is increasingly being developed in China first.

Vehicles coming out of China's joint ventures and domestic brands are rapidly closing the gap with global luxury competitors—often at more competitive price points.

That makes China an increasingly important sourcing market for forward-thinking importers.
